How to make a wallpaper from a video for Android
How? It's quite simple – go to the Gallery, find the video you need, then click on the icon with three dots and select "Set as wallpaper" (the exact wording may vary from brand to brand). Thus, you can get either a moving lock screen, home screen, or both.
However, note that the length of live wallpapers on Android should not exceed 15 seconds. But what if the video with the fragment you want to use is longer than that or even horizontal? Add files

Your files to work with are located in the "Uploads" section, so drag them from that tab to the preview or timeline if they were not added to the timeline automatically.To make the video vertical, choose a 9:16 preset in the "Canvas" tab.
To shorten the clip, click it in the timeline, then drag its sidebars till you find the perfect length. You can use the "Split" option to quickly cut the fragment as you need and remove unnecessary parts. You might also want to remove the sound in the video – to do so, click the clip, open the "Volume" tab in the options above, and set the value to 0%.
If you want to add some text, click + on any preset in the "Text" tab or drag it to the preview or timeline. Then, you can write and customize the text however you need.
When you finish editing, click "Export" and choose your preferred export option.
Get the result
Look at the preview to see if everything looks good. If not, click "Edit" to add changes. Otherwise, download the video to your device or cloud storage.
